ING provides construction financing to RED Company and Redevco

Construction of LEAD Leiden accelerates: financing in place for the realisation of 580 homes

Leiden, 15 June 2026 — The construction of LEAD Leiden is fully financed. The project comprises three residential towers with a total of 580 homes in various segments, social, private-sector and rental homes, in Leiden, the ‘city of keys’. ING Netherlands has provided the construction financing to the joint venture of RED Company and Redevco, which completes the financial basis under LEAD Leiden. The project can now move on towards completion, giving an important boost to housing construction in Leiden.

LEAD Leiden will add 145 social rental homes, 300 private-sector rental homes and 135 owner-occupied apartments to the housing stock. Besides adding much-needed living space, there is a strong focus on quality of life, with a range of amenities including a wellness area, swimming pool, yoga studio, workspaces, a general practice and a mobility hub. The city park that is to be laid out also forms a green link between Nieuw-Leyden and Leiden-Noord.

Sustainability is leading in the project and LEAD’s energy supply will be fully electric, with an aquifer thermal energy storage (ATES) system and solar panels. The two-level underground car park offers room for shared cars and electric vehicles, and the project encourages cycling through a direct cycle connection with the city centre.

The financing by ING is an important milestone for LEAD Leiden. With the collaboration between RED Company and Redevco and the involvement of housing association Portaal, which is acquiring 145 social rental homes within the project, both the financing and the social anchoring are firmly secured. Thanks to this construction financing, the realisation of the remaining approximately 435 rental and owner-occupied homes on the Willem de Zwijgerlaan can continue at full speed towards completion.

“The financing of LEAD Leiden fits our ambition to contribute to the Dutch housing challenge. With 580 city homes for all income groups, this project makes a concrete contribution to the city. At the same time, LEAD ties in seamlessly with our commitment to making the built environment more sustainable: fully electric, with an ATES system and solar panels, and with an emphasis on sustainable mobility. The addition of a city park moreover strengthens the quality of the living environment.”
Peter JacobsCEO NL, ING
“With ING on board as financier, LEAD Leiden is fully financed. It is fantastic to see how a strong coalition of parties — Redevco as JV partner, Portaal as buyer of the social rental homes and now ING as financier — jointly puts its shoulders to the wheel for this project. That gives us the confidence that we can realise LEAD as we intended: a sustainable, metropolitan and socially inclusive residential project for Leiden.”
Nanne de RuFounder, RED Company and Powerhouse Company
“With LEAD in Leiden we are taking a step towards future-proof living, in which quality, affordability and sustainability come together. We also explicitly focus on social added value, by realising homes that contribute to a broader and more inclusive housing supply, including for the social rental sector. We are delighted that ING is financing this construction and is thereby giving a boost to urban development.”
